Chief of Police Reacts to Court of Appeals DNA Collection Opinion

This week the Maryland Court of Appeals issued an opinion in Alonzo Jay King v. State of Maryland finding unconstitutional the portion of the Maryland DNA Collection Act authorizing DNA collection from arrested persons.

The act permits law enforcement to collect DNA samples from those arrested and charged for crimes such as murder, rape, robbery, assault, and burglary. Collected samples are compared by the FBI's CODIS (Combined DNA Index System) database to unsolved crimes nationwide. In Prince George's County alone, several violent crimes have been solved thanks to this reliable forensic tool. The law has also helped to exonerate those held for crimes they did not commit.

Most notably, the 2003 double murder of Suitland Florist owner Mary Frances McDonald, 76, and her longtime friend and employee, Madeline "Mattie" Thompson, 73, was closed thanks to this public safety crime fighting legislation. A 1985 Temple Hills rape case closed in 2004 after a DNA sample was obtained during an arrest nearly two decades later.

"Several violent criminals would otherwise still be on the streets of Prince George's County if not for this critical law enforcement tool," said Chief of Police Mark Magaw. “Our capacity to protect our residents has been enhanced by this legislation.”

Jurisdictions throughout the State of Maryland are prepared to comply with this Court of Appeals' ruling.

PGPD Trains for Civil Disturbances

On April 24, 2012, the PGPD conducted Civil Disturbance Training. This entailed officers that are a part of the Civil Disturbance Unit to conduct constant, up to date training to ensure all involved are aware of the PGPD’s current practices and regulations as it relates to this aspect of policing.

The day began with a classroom style lecture where instructors discussed the PGPD philosophy when handling civil disturbance incidents. PGPD rules and regulations were thoroughly reviewed with the officers.

The second part of the day consisted of field exercises. These exercises included simulated scenarios. The scenarios were made to be as realistic as possible. The realism included the PGPD recruit class “acting” as a rowdy crowd. A helicopter and loud noises were also provided to add to the chaotic circumstances that may be encountered.

“We want our personnel to be ready for every aspect of handling a civil disturbance,” says The Commander of the Special Operations Division.

National Prescription Drug Take-Back Initiative

Prince George’s County Maryland… The Prince George’s County Police Department will be participating in a nationwide initiative seeking to prevent increased pill abuse and theft.  On Saturday, April 28, 2012, from 10:00 A.M. until 2:00 P.M., the Prince George’s County Police Department, along with the Drug Enforcement Administration (D.E.A.) and the United States Department of Justice (USDOJ), will be collecting potentially dangerous, expired, unused and unwanted prescription drugs for destruction.

The Prince George’s County Police Department will have three collection points:
District I Station at 5000 Rhode Island Avenue in Hyattsville
District III Station at 7600 Barlowe Road in Palmer Park
District IV Station at 5135 Indian Head Highway in Oxon Hill

The Prescription Drug Take-Back Initiative addresses a vital public safety and public health issue.  The D.E.A. cites studies that show a majority of abused prescription drugs are obtained from family and friends, often from a home medicine cabinet.  In addition, many citizens do not know how to properly dispose of their unused medicine, often flushing them down the toilet or throwing them away – both potential safety and health hazards.

This event will offer the opportunity for the community to surrender any expired, unused, or unwanted prescription medications.  This service is free and anonymous; no questions asked.  For more information, contact the Community Services Division at (301) 909-7126 or go to http://www.dea.gov/ .
