Fugitive Arrested in Connection With 2008 Murder in Langley Park

The suspect in a 2008 murder in Langley Park is now in custody. He is identified as 34-year-old Efrain Antonio Osorio.

On September 26, 2008, at about 9:50 pm, patrol officers were called to the 8100 block of 15th Avenue in Langley Park for the report of a shooting. When they arrived, patrol officers found 50-year-old Rigoberto Rouqu Portela suffering from gunshot wounds. He later died of his injuries.

Through the course of the investigation, detectives quickly developed Osorio as the suspect. A warrant was obtained for Osorio on September 27, 2008.  Osorio fled Maryland and eluded capture for five years.

On October 9, 2013, detectives obtained information that Osorio was living in Texas under an assumed identity. Members of our fugitive squad contacted the Lone Star Fugitive Task Force in Texas for assistance.  On November 7, 2013, Osorio was located in Georgetown, Texas.  He was taken into custody without incident. Osorio remains in custody in Texas, awaiting extradition to Prince George’s County.
